Introduction

Chile's law has some strengths, including reasonably clear procedures, good rules on access fees, an independent administrative oversight body and a reasonably strong set of promotional measures. Weaknesses include the fact that it is restricted in scope to the executive (i.e. does not apply to the legislature or judiciary) and a problematical approach to the regime of exceptions, inasmuch as it lacks a public interest override, many of its exceptions are not harm tested, and the legal framework allows other laws to classify information.
