This review was significantly more difficult because we have not received local confirmation of our results. The section was particularly tricky since the law's applicability depends on the interpretation of the term "state and local government" in the law. Nonetheless, we are able to conclude that the law contains serious problems, including that it allows other acts to exempt information from disclosure, its procedural safeguards are vague, and its public interest override is extremely limited.
