Introduction

The greatest strength of Senegal's access to information law lies with its broad scope of application, and it is fairly strong on promotional measures. However, other parts of the law are not as strong. Its regime of exceptions has a number of shortcomings, including its failure to include a public interest override and to harm-test several of the exceptions. The appeal procedure currently lacks details but may improve once the oversight body's rules/procedures are developed. The law also lacks a clear statement of the right of access and a number of procedural provisions could be strengthened.
