Introduction

Due to consistent scoring across all categories, the Pakistani RTI law ranks above average worldwide. The legislation’s strengths lie in its expansive score, which applies to all executive offices, as well as the legislature, and any court, tribunal, commission or board under the Federal law. Additionally, the legislation sets out a relatively robust uniform procedure for making requests, with special provisions for aiding persons with accessibility needs. Other notable areas of strength include its relatively developed external appeals procedure through the Information Commission and that Commission’s statute mandated promotional responsibilities. Areas for further improvement would be to provide for a right to internal appeal within the law and strengthen the exceptions regime, which currently includes provisions beyond those internationally accepted and are neither harm-tested or subject to a mandatory public interest override.
