Introduction

Niger’s law is ranks below the global average by the RTI rating system. The law's broad scope and application are its strong points, as is the schemes reasonably robust administrative appeals mechanism, which is run through the Ombudsman. However, even these somewhat strong features have major areas of weakness that limit its overall efficacy. For instance, the Ombudsman’s powers are recommendary and lack the express authority to order appropriate remedies for the requester (i.e. declassification of information). Other key weaknesses include a notably undefined requesting procedure, poor general recognition of the right to information and a weak promotional regime.
