Introduction

Italy’s legal framework for the right to information was subject to comprehensive reforms in 2016, which resulted in substantial improvements. These include the right to ask for access for all information rather than just that which should be proactively published. Additionally, previous requesters were required to provide a reason for access and a "direct interest" to the document. Despite these amendments, Italy maintains a relatively average RTI law. Its main weakness is in its frail external appeal structure, which lacks all independence-based safeguards required by international standards.
