Introduction

Ecuador is another country where we were unable to find an expert reviewer, but the fact that the right to information law contains a reasonably good description of the judicial appeal process, means discrepancies are less likely. The law's main strength is its broad scope, while its greatest weaknesses include the lack of an independent administrative appeals body and the law’s vague procedures for requesting information. The absence of a public interest override, the fact that other laws can impose new secrecy restrictions, and the absence of harm tests for military or intelligence secrets are also problematic.
