Introduction

Ecuador is another country where we were unable to find an expert reviewer, but the fact that the access law contains a reasonably good description of the judicial appeal mean discrepancies are less likely. The law's chief strength is its very broad scope is a strength of the law, while its biggest weakness is its lack of an independent administrative appeals body, as well as vague procedures for access. The lack of a public interest override, the fact that other laws can impose new secrecy restrictions, and the absence of harm tests for military or intelligence secrets are also problematic.
