Introduction

Belize has an average strength RTI law, falling about the middle of the RTI Rating. Its strongest aspect is its requesting procedure, although even here it only merits thirds of the points. In terms of scope, it broadly covers the executive but excludes the judiciary and the legislature. Other major weakness are the fact that secrecy provisions in other laws override the RTI law, a very weak public interest override, the inability of the oversight body, the Ombudsman, to require public authorities which are systematically failing to implement the law to take measures to address problems, and the absence of any system of punishment for obstruction of the law.
