Introduction

This is one of a number of strong laws that emerged in Africa in the earlier days of adopting RTI laws. The scope of the law is broad and it has a strong system of oversight, albeit being vested in the Ombudsman rather than a dedicated RTI oversight body. The biggest weakness in Ethiopia's framework are its preponderance of illegitimate and non-harm tested exceptions, and its long timelines for responding to requests. Other than that, the law is quite good.
