Introduction

One of the real strengths of the Armenian RTI law is its very broad scope, and its performance in this category lifts up its overall score. It also does reasonably well on procedures, although the application process requires too much information and the rules on responding to requests could be tighter. Appeals go to the Human Rights Defender, a sort of ombudsman, leading to point losses in various parts of the Appeals category as well as in terms of Promotional Measures, since the Defender is not given a central promotional role.
