In order to facilitate the specific populations to access information that particularly affected, the obligated, at the request of the authorities of the communities, disseminated public information in various languages and languages and alternative formats understandable developed for these groups. Access to such information shall be secured to the various ethnic and cultural groups in the country and especially the media will be adapted to provide access to people who are suffering from disabilities. Article 8 of law 1712 of 2014 includes differential criteria to access information for disabled population as well as for ethnic and cultural groups. 4. Exceptions & Refusal 30 A harm test applies to all exceptions, so that it is only where disclosure poses a risk of actual harm to a protected interest that it may be refused.
