Introduction

Similar to many other Central European right to information laws, the Slovenian legislation is very strong and lies near the top of the rankings. The law performs well across all categories, highlighted by a perfect score in the scope section. This is supplemented by a mostly compliant exceptions regime that is both harm-tested and trumps restrictions on information disclosure in other legislation, such as secrecy acts. Other exemplary features of this law include its robust requesting procedure and strong independent oversight body that has the power to externally review refused requests, as well as applying sanctions to authorities who fail in their duties under the legislation. The body also has a strong promotional mandate under the law.
